Joint Forest Management “JFM” (World Bank through Uttarakhand Government) ( 1999 – 2004)

For the security, development and control of the forest area, one male and one female worker/ motivator of IMPART and three members of the Tarai Central Forest Division were nominated to constitute a Spearhead Team. The team created awareness in rural community about importance of forests. Background information about the villages particularly population, status of forests, village customs, village level institutions, current eco-system, socio-economic conditions, education level, professional categories, livestock, fuel details, seasonal requirement of firewood and estimates for the next 10 years, fodder leaves requirement and availability etc. were collected by the surveys using PRA technique. In 16 villages of Tarai Central Forest Division, rural workshops were organized in which problems of each village, their solutions and action plans were discussed. The main problems were relating to forest security, availability of fodder and fuel, prevention of Lantana and other unwanted vegetation, fire safety, lack of knowledge about forest regulations and management, lack of organization etc. For finding solutions to these problems, the villagers in consultation with Spearhead Team prepared plan of action which included engagement of a Forest Guard, wire fencing, construction of boundary posts, plantation of fodder leaves spp., distribution of forest litter and pruning among villagers as per need, eradication of Lantana, training of fire safety committee and Forest Guard in fire safety methods, supply of fire extinguishers, organization of training, promoting formation of Mahila Mangal Dal and Yuvati Mangal Dal. To meet the expenses in theses activities, villager contributed 20 per cent of the cost in cash and kind in form of labour (Shramdan).

 

After preparing the microplan,168 meetings of village community and 269 meetings of village forest committee were held. In each meeting on the average 15 members participated. In 16 villages of Tarai Central Forest Division, the details of the implementation of the microplan are given below-
